I would have thought that a "foreigner" on c.o.v. would have nothing to
do with political boundaries but rather with OS boundaries. A Weendoze
weenie would be a foreigner here. A Unix geek would be a foreigner here.
But someone with loyalty to VMS would not be a foreigner here.

However, if a foreigner wishes to be a citizen of c.o.v. , I am sure we
could have acceptable rituals that don't hurt too much to let him prove
his loyalty to VMS.
