The VAXstation products (at least the 3100, not sure about earlier) had
a keyboard/mouse sensing logic. If you unplugged keyboard/mouse, it
would automatically use the serial port as console.

Remember that at the time this happens, VMS has not done the
AUTOCONFIGURE ALL and thus cannot see all devices.

However, if the machine thinks it is a workstation, VMS will redirect
OPA0: to some virtual devices that goes on the monitor for output and
keyboard for input. When this happens, the serial port eventually gets
mapped to a TTA0 or similar name, but this can't be used because those
devices don't exist yet at the time the startup "file" is used.
