Fwiw, I use Multinet V5.2 from Process Software on a number of my home
OpenVMS lab systems.

While I do not use NFS, Multinet has a NFS client AND server.

MultiNet includes a wide choice of file services to access, transfer,
and print networked data. Network File System (NFS) client and server
provides transparent and quick access to remote files and directories.
The NFS server provides access to the OpenVMS file system from the NFS
client. ODS-5 support for NFS server allows for long file names and a
mixed case naming convention. The NFS client allows OpenVMS users and
applications access to any system running an NFS server, including
UNIX systems. Additionally, MultiNet provides File Transfer Protocol
(FTP) client and server functionality for transferring files.

Process Software's other TCPIP stack is called TCPware and it also
supports NFS.

NETWORK FILE SYSTEM V3 (NFS):
NFS client and server provide transparent and quick access to remote
files and directories. TCPware includes a high performance NFS v3
server (RFC 1813). The NFS v3 server improves performance over the
NFS v2 server by reducing the number of calls made between the client
and server.
 
Both prod's are supported from the latest VMS V8.3-1H1 all the way
back to VMS V5.5-2.
