That is because I believe you will not find one.
I believe that you will find a pointer to a no-execute partition in the boot
catalog. That partition will be a FAT formatted ESP (EFI System Partition)
and you will find inside it the files used to boot OpenVMS. It is not a
boot block, and there is not an emulated floppy image.

I'm not interested in the boot block. I can get that easily. I have
not been able to find a utility that pulls the 1.44mb floppy sim
image.
