[Info-vax] How to delete directory someone created in my directory

Actually, this type of problem is the reason we have system
managers. I suggest you track him down.
He will no doubt want to find the culprit (assuming it was not
the system manager himself) who used privileges to create the
directory to begin with.
You did not have your directory set up for world write, or in
some other way set it up to allow this to happen, I presume?

You do not want to.
But if absolutely necessary, look into $ SET FILE/NODIRECTORY.
Of course, if you applied that command to your own directory, you
could probably hack the directory to remove the entry, then set it
back to being a directory again.
