Dug,

   The blk0 device happens to be your DVD-ROM drive.  What kind of out
put do you get when you do a "dblk blk0" at the EFI shell prompt?
That will dump the first 2048 bytes of whatever is in the DVD.  If you
see data there then your DVD drive is probably okay and I would
suspect the OpenVMS media is bad.  Is it actual HP product or is it a
user made copy?  If it's a copy then it's possible it was made
incorrectly.  That's easy to do as the boot DVD is a peculiar format.
