I disagree about the over zealous bit.  I think that when lawyers or
police do not fully understand a technology, they often draw incorrect
conclusions. They would have been convinced they had a high profile
criminal in their hands which would have given them many kudos for
catching a pedophile.

I know of a case where someone was fired because the corporate logs
showed the employee loading a web page every 10 minutes, accusing him of
not doing his work because he kept reading the web. These management
types had not realised that many pages automatically reload/refresh
every X minutes even if the window has been minimised and the worker is
very busy doing real work.
