Chris,

if even terminal input echo does not work (you've tried this on the
console terminal ?!), then I still vote for nonpaged pool. Searching
for a large enough free packet in the variable list could take some
time and runs at IPL 11, blocking everything else.

If you can, force a crash while the system is in this state. Otherwise
just reboot after increasing NPAGEDYN. Then watch the free space and
largest packet size of nonpaged pool over time. Make a note of the
nonpaged pool parameters, if the problem starts again.
