Read the book.  It was something about how approaching night fall made
people less interested in work, and more interested in going home.
Similarly, people are/were less inclined to start their work day
before sunrise.  By effectively shifting the time (on a clock) of when
sunrise and sunset occur labor hours are increased in the Spring and
Fall.

And, no, it was not a government funded study.
