That's always bothered me about VMS and the IDE driver.
Rather than scan for potential devices and _not_ creating a UCB/device
if it finds nothing responding, for some reason it creates one anyway
but marks it as a "Nonexistent IDE/ATAPI disk". Other drivers would
possibly reverse mods made to the IO database and return a potential UCB
to pool. You don't see 8 or 16 "Nonexistent SCSI disk"s if you happen
to have an unused SCSI adapter in your system, for example.
