Someone too cheap to pay for quality software is not going to pay for 
expensive non-commodity hardware which, if anything, is worth than the 
competition.  Nor would they be willing to pay for compilers.

Whatever mistakes have been made with VMS, and there were many, not 
making it open source was NOT one of them.
