The latest north american changes are quite simple. The Bush regime had,
from the first week of their tenure, been against any move to
acknowledge that oil was bad for the planet and modified NASA/NOAA
research papers to add "might" and other wording to be able to claim
global warming was just speculation.

At one point, those didn't work anymore and they were faced with the
need to show they were doing something for the environment. So they did
a token act and changed the DST timing, claiming it would save lots of
energy (but didn't affect oil consumption)
