In order to include some processing on the E-mail (i.e. virus/spam 
scanning) I use in some cases a combination of
    deliver (freeware package) and tcpip$system:tcpip$smtp_sff.exe
After deliver you can process the E-mail and create an input file 
(E-mail header (=to etc..) and message) to be sent by tcpip$smtp_sff.exe
