[Info-vax] RSH is not working between Windows xp sp-2 and Open Vms 8.2

Sir/Maidam,
I have a pc with windows xp-sp-2 with ip address 192.168.68.222 which
is connected with Alpha DS-25E Open Vms 8.2 with ip address
192.168.68.51(host name bshfmc and user name bokhsm_prd). PC and Alpha
can ping each-other.
When I issue RSH command from PC side from commnad window as
>RSH 192.168.68.51 -l bokhsm_prd -n dir
I get as
192.168.68.51: TCPIP$RSH - Permission denied - host IP addr
rsh: can't establish connection

On Alpha (with reply enable) I get message as
%RSH-E-SERVNOTAVAIL,Remote service is not currently available
-SYSTEM-F-REJECT,Connect to network object rejected

If I issue RSH command from Alpha side as >RSH 192.168.68.222 -l hsm -
n dir
hsm is username for 192.168.68.222
it gives messages as

Message from user INTERnet on BSHFMC
INTERnet ACP RSH Connect Request to Host 192.168.68.222 Port:1023

Message from user INTERnet on BSHFMC
INTERnet ACP RSH   Reject Request-no proxy cache - from Host:
192.168.68.222 port:1023


my TCPIP version is 5.5
