What happens with a bare "rsh" command, that is, without
the "dir" command? As I recall, with a command, you don't get
a chance to give a password interactively, so if you don't
have a Communication Proxy, you can't get in.

Do you have an RSH _server_ running on the Windows system?
Apparently not. I believe that this message is equivalent to
the usual UNIX "Connection refused".

As above, no comm proxy, no password, no good.
