For VMSCLUSTER, the hobbyist licence allows one licence to span the cluster.

FOR VMS (vax-vms, vms, openvms-alphas etc), they are often NOSHARE.

LICENSE MODIFY OPENVMS-ALPHA/authorization=<xxxxxxx>/include=<nodename>

This restricts that licence to that one node and satisfies the NOSHARE
option. Other nodes will not to load it. so you need a separate VMS
licence for each node in your cluster. Just get them from the hobbyist
web site by entering different system serial numbers.
