Which version of VMS?
Here I see:

$ set proc/unit=block
$ dir/size 1-data.;

1-DATA.;1            *******

Total of 1 file, 153284450 blocks.

$ set proc/unit=byte
$ dir/size

1-DATA.;1            73.09GB

Total of 1 file, 73.09GB

This is on OpenVMS 7.3-2 with the latest VMSUPDATE-Patch.
