Yup. An indexed file (as you surely noted ;-)

No. Just like many other "configuration" files in SYS$COMMON
(e.g. check the various TCPIP$*.DAT files) they are indexed
(with SCSNODE) and make problems (means how to move config
from one scsnode to another?) if you rename nodes.
