[Info-vax] Stumped by DECnet proxies in a cluster (NETPROXY)

Both are defined properly. However, I think one problem is that perhaps
they are defined too late in the boot sequence. (after the cluster disks
have been mounted) and the "security server" may already have "locked
on" the local file instead of the cluster file.

I'll have to do a SHOW DEV/FILES to check out exactly which
netproxy/net%proxy files are being accessed.

However, that would not explain why AUTHORIZE.EXE would show different
proxy lists when the logicals on both nodes point to the same file.
