It was added in Fortran 90.  I would not be surprised if compilers
supporting it didn't exist by 1994.  Compilers supporting all the
features of Fortran 2003 are still not available.

I haven't looked at the VMS Fortran compilers lately.  Any support
for Fortran 2003?  Fortran 90 or 95?
