It's not clear to me if you set up VMS to get its address from DHCP. If 
so, forget it. VMS DHCP clients have trouble with "modern" DHCP servers. 
Use a fixed address instead. VMS is a server, and deserved its own fixed 
address :-) Then set up a routing gateway (probably your router address) 
and you should be fine, provided you run the NDIS protocol on the 
P.Alpha in shared mode.
