The last time I looked there were links to lists of stratum 1 and 
stratum 2 servers available at:

Explore the site to learn useful and needful things about NTP.  If you 
are using a server not on the public servers lists, be certain that you 
have the owner's permission.

Google for "NTP" and "Wisconsin" for a horror story.  Try "NTP" and 
"PHK" for another, similar, story.

Don't add any new horror stories!
