I've done a lot of programming on VMS, mostly in Fortran.  Despite what has been said elsewhere, 
Fortran77 is very good at doing this sort of thing.

For an extensive example, check out PMDF-Stats, which is a program that analyzes and/or filters PMDF 
log files. You can get it via anonymous FTP from ftp.tomwade.eu as pmdf-stats026.zip (sources included).
