As far as PA was concerned: no backroom deal here.
PA's fate was sealed with the HP-intel pact as of 1994,
when it was publicly stated that Itanic should replace
PA.

I don't think it was the engineer's decision.
Itanic wasn't ready, so a few more iterations of
PA were necessary to keep up HP's Unix business.
