[Info-vax] install/replace DCL.EXE

Or putting the new dcl.exe in sys$specific: instead of sys$common:?

(I think INSTALL looks for an existing sharable image to replace (from
the known file list), so if the "new" image is in a different directory,
it wouldn't find it.)
