Problem solved with help from HP.

I did this:

Install replace sys$common:[sysexe]dcl.exe. Works as it should.
I can't recall the install command that caused my trouble.
Probably using sys$system, but that is also working now, so I don't
know.
For you who wondered the files were in their proper places:

Directory SYS$COMMON:[SYSEXE]

DCL.EXE;2 [SYSTEM]
(RWED,RWED,RE,RE)
DCL.EXE;1 [SYSTEM]
(RWED,RWED,RE,RE)

Looking through RMS both files were accessed after the first attempt:

HUVTS1> pipe sho dev/files sys$sysdevice | sear sys$pipe dcl.exe
                00000000 [VMS$COMMON.SYSEXE]DCL.EXE;1
                00000000 [VMS$COMMON.SYSEXE]DCL.EXE;2

After the proper install command I get:

HUVTS1> pipe sho dev/files sys$sysdevice | sear sys$pipe dcl.exe
                00000000 [VMS$COMMON.SYSEXE]DCL.EXE;1
                00000000 [VMS$COMMON.SYSEXE]DCL.EXE;2
                00000000 [VMS$COMMON.SYSEXE]DCL.EXE;2

Thats strange, but I don't bother now.
Thanks for you concern.
If I find out what I did wrong I will post it here
