Not correct.

In the case of an OpenVMS cluster satellite booting over the network
interface, the initial MOP requests use the physical MAC associated
with the network adapter.  After OpenVMS has booted and DECnet is
started the MAC address is changed to the DECnet form.

So the network switch/router can see a change in MAC address.
