I find the timing interesting for this. (no, no conspiracy theories on
this).

It would be interesting to know if 8.4 was ready some time ago, but they
put everything on ice due to Tukwila delay, and now that it is close
enough have decided to start moving forwards with 8.4,

or

8.4 has only now reached a point where they can do field test
 (aka: they never just put it on hold, it was delayed by the move of
engineering to india).
