As I just mention privately to someone else in an email,

I have always wondered if OpenVMS would be doing better had DEC/Compaq/
HP forked over the requisite amount of money for a better report. Many
people call me a conspiracy theorist (I am not) but this is exactly
what was happening in the financial world where big companies were
paying bond rating agencies for a desired rating (re: ABCP and/or sub-
prime mortgage instruments).
