[Info-vax] DECwindows: keep a window always on top?

   Basically it tells the window manager and the window manager does
   that.  If you want to do that you pick a window manager that has that
   feature, or you write your own window manager.

   If someone runs your application with a window manager that doesn't
   implement that feature, it doesn't happen.
