   I think you got the OP's reference to UNIX mixed up with VMS.

   However, back in the VMS 2 and 3 days Wollonging shipped Unice, a
   UNIX environment for VMS which included a csh.

   Later DEC shipped DECShell, an implementation of the Bourne shell.

   After that DEC shipped the POSIX kit, with the POSIX shell (a subset
   of ksh).

   And now you can get GNV, which includes a bash.

   So UNIX shells on VMS have a long history, with gaps.
