OS encompasses the kernel as well as the environment that is bundled
with the OS to allow the user to interact with the OS.
I think you are confusing kernel with operating system. EV/TPU is not
part ofthe VMS core/kernel, but it is part of the operating system.
vi is not part of the unix kernel, but it is part of the unix operating
system.
