   When the EU started looking hard at MS and other large companies, the
   question was posed as to why it started that after years of letting
   the US take the lead.  EU spoksemen replied that the US dropped the
   lead.

   Guess how popular deregulation was at that time in the US and what
   lawsuit the Bush administration had just killed?
