The "H" in 8.3.1H1 says that that it supports new hardware.  If you 
don't have the hardware that it supports it may not do a thing for you. 
  If you do have the hardware it supports you should install it.

The Software Product Description, if SPDs are still used, should tell 
you what new hardware it supports.  It should also give you a clue about 
whether you need to install it for other reasons.
