There are times when you need to have the "computer" set to fixed
config, and let the switch in auto. Times when the reverse is better,
and times when both should be set to auto, and times when both should be
set to fixed.

You appear to boot beyond that point, but early in the boot sequence,
when VMS takes over, the interface seems to be reset to the LANCP
parameters (overriding what was set in SRM).

If your switch is syslog enabled, you should see when the "carrier" is
lost momemtarily when VMS takes over (or perhaps the carrier is lost and
doesn't come back).

Consider a case where the switch is set to fixed 100. SRM is set to
fixed 100. But LANCP is et to fixed 10. When VMS takes over, it would
switch the ethernet to 10 at which point it is no longer compatible with
the switch's fixed 100.
