Even if this were true, it's a VMS newsgroup. VMS has some support for
Unicode. It is not unreasonable to expect that sometimes it will be
necessary to post code or output from a VMS system that cannot be
encoded in pure 7-bit ASCII. Thus 7-bit ASCII is inadequate to the
subject.
