The all mighty Microvax II manual has 2 pages on the setup of the RQDX3.

I have taken a snapshot of the pages and put it in a .pdf at:

You want to make sure that its CSR address is set to factory default of
17772150.

Once you can boot sufficiently, you can use SYSGEN (or SYSBOOT at
earlier stage of booting) to CONFIGURE the QBUS. You tell it what boards
you want on it, and it will then tell you which CSRs you need to set for
each.

B/1  on older Microvax machines will generally get you to SYSBOOT. This
is part of VMS, not the firmware, so it needs to have access to a valid
boot drive to get to that stage.
