I just checked the options in my Thunderbird (where I read/write
c.o.v) and I'm currently using "Western (ISO-8859-1)" as encoding.
There are no "plain text" or "quotable" options.
There are a number of UTF-nn options, though.
I guess that the "quotable" thing is just used when needed...
