In some versions of Thunderbird, according to the hive overmind, go to
"Tools > Options > Composition" and look at the value of the option
"For messages that contain 8-bit characters, use 'quoted printable'
MIME encoding."

If this is right, then yes, it's only used when needed, and only used
when permitted by this option.
