I say this as somebody who does not use Thunderbird but just looked
into it on the web.

To control whether to use quoted-printable, it seems you use the 8 bit
option. To control whether to use plain text or HTML, there is a
separate option. Choosing HTML doesn't cause quoted-printable, though
it does cause MIME headers. Apparently.
