On a Mac, version 2.0.0.18:

Thunderbird -> Preferences -> Composition -> General

There is a check box: Fof messages that contain 8-but characters, use
"quoted printable" MIME.  My box is not checked.

For later versions, if this is no longer available, it should be
settable in the advance configuration mode where you can see all
parameters. (I think it is called config editor)

Looking at the config editor though, I don't see and obvious parameter
for "quoted printable" or "8bit".
