It's probably just bad penmanship on his expense reports, '2' looking like 
'7', '3' looking like '8', and so on........and nobody in the back-office 
able to read his handwriting.  Doctor & CEO's both have 'god' syndrome, and 
nobody can read either's handwriting. ;-)
