In my years of supporting and engineering DCPS, this is the first time 
I've heard that question asked.

The existing translators haven't been meaningfully changed in years.  
IIRC there were a couple of ANSI and one PCL translator bug fixed since 
1997.

I know of no publicly-available document that would describe the 
requirements to build a new translator.  I'm not even sure I had one 
when I worked on DCPS.

Pray tell, what format are you looking to translate?  It wouldn't be 
PDF, would it?
