Exactly what SET TIME does depends on the syntax you use. See
sys$system:shutdown.com for an example of forcing the TOY clock
to be updated.
IIRC, if you provide a time argument, the TOY clock and system image
are updated, and if you don't then the TOY clock is read and combined
with the year last recorded in the system image (I don't know about
later systems, but VAX-11 had 18 month TOY clocks.
