Thanks for the responses.  Version and ntpq info below.  Please let me
know if you see anything:

$ tcpip show version

  HP TCP/IP Services for OpenVMS Industry Standard 64 Version V5.6
  on an HP rx4640  (1.50GHz/4.0MB) running OpenVMS V8.3

$ ntpq -np
     remote           refid      st t when poll reach   delay
offset  jitter
==============================================================================
 131.138.201.208 .LOCL.           1 u  954 1024  377    1.000
-260370  39.102

Ntpq –np wouldn’t work on 2 other systems with a symbol not found
(tcpip$symbols was executed.)  Their versions though are:

$ tcpip show version

  HP TCP/IP Services for OpenVMS Industry Standard 64 Version V5.6 -
ECO 2
  on an HP rx6600  (1.59GHz/9.0MB) running OpenVMS V8.3

$ tcpip show version

  HP TCP/IP Services for OpenVMS Alpha Version V5.4 - ECO 5
  on a AlphaServer 4100 5/466 4MB running OpenVMS V7.3-2
