This was fairly "straight from the horse's mouth" for both Cerner and
MiSys (now Sunquest, once again) (senior executives at both companies): 

About four years ago, HP went on the road pushing I64. This we all know.

For an OS, however, HP pushed UX and barely - if at all - mentioned VMS.

The vendors interpreted this, rightly or wrongly, as "VMS is
end-of-life" (EOL, i.e. "dead").

Hence, the ISVs came forth to their user bases and announced their
"sunsetting" of support for VMS as a platform OS for new releases of
their products.

Their customer bases responded, in large measure, by choosing IBM and
AIX for their migrations, and the rest, as they say, is history.
