I wouldn't consider changes to the linker to be insignificant, minor
release or not.  I agree that any relinking would require full testing
cycle.

And if you don't relink, all plans for app mods in the future, no
matter how minor, should include a full testing cycle (since they
would presumably be using the changed linker).
