Funny, on my SIMH installation, I have both (with an expiry date of
10-MAR-2010).

The VAX-VMS license is also NO_SHARE. IIRC, you need to nobble that for 
both nodes, eg:

$ license modify vax-vms /include=NODE1 /auth=xxxxxxxxx
$ license modify vax-vms /include=NODE2 /auth=yyyyyyyyy

the /auth is used to identify precisely which license applies to which 
machine.
