   This has nothing to do with your cluster license problem.  DTSS
   is an alternative to NTP for synchronizing time.  If you let
   DECnet Phase V do it's default startup, it will start a DTSS client
   which will most likely not find a DTSS server, resulting in the
   above.

   Most of use who run Phase V just put in the commands to turn DTSS off.
   I think they're in the FAQ.
