Those would only satisfy the compiler. There need to be a corresponding
library to support the routines the .h file defines. I doubt copying any
libraries from my favorite Macs will work for that.
Anyway, SEM is available under E8.4 so it should be coming to an OpenVMS
system near you soon with the release of V8.4.
